Not exactly what you're looking for, but have you tried openRCT? Imho it comes quite close.

@DePaelzerBu Oh, RCT is a good old friend too, but it isn't exactly what I have in mind.
Really more like SimGolf but as a Theme Park that would have been between og 2D Theme Park and 3D Theme Park World.
