All things considered, it's pretty strange to say that a remake of a game is primarily aimed at fans of that game. Because, the “work of art” aspect of a game is also the fact that it's a moment in time, that we're going to appreciate because it's made in a certain way on all the elements that make it up.
A remaster is a little different, since the idea is to improve points in the existing game that don't fundamentally change the way it is. But a remake is a new game, and all the more so if it deviates considerably from the original formula.
